In Ireland there are general mechanisms through which people can get social welfare. One of these mechanisms is having enough PRSI contributions, and the other is the connection path. The connection path requires you to prove that you have meet the criteria of obtaining habitual residency, meaning that you have an adequate connection with Ireland. Usually, the connection path is judged on the habitual residence requirement, including your time in Ireland, your employment status in Ireland, or other family in Ireland. International Protection Applicants do not meet the criteria for habitual residency and thus do not qualify for most social welfare.
